[6] [60] In Islam, "men are enjoined to marry free women in the first instance, but if they cannot afford the bridewealth for free women, they are told to marry slave women rather than engage in wrongful acts." [61] One rationale given for recognition of concubinage in Islam is that "it satisfied the sexual desire of the female slaves and thereby prevented the spread of immorality in the Muslim community ." [62] A slave master could have sex with his female slave only while she was not married. This attempt to require sexual exclusivity for female slaves was rare in antiquity, when female slaves generally had no claim to an exclusive sexual relationship. [63] According to Sikainga, "in reality, however, female slaves in many Muslim societies were prey for members of their owners' household, their neighbors, and their guests." [64]

In Mauritania , the last country to abolish slavery (in 1981), [83] it is estimated that up to 600,000 men, women and children, or 20% of the population, are enslaved with many used as bonded labour . [84] [85] [86] Slavery in Mauritania was criminalized in August 2007. [87] (although slavery as a practice was legally banned in 1981, it was not a crime to own a slave until 2007). [88] Although many slaves have escaped or have been freed since 2007, as of 2012 [update] , only one slave-owner had been sentenced to serve time in prison. [89]

The modern debate over reparations began in earnest with the publication of Randall M. Robinson's bestseller, The Debt: What America Owes Blacks. Robinson argued that the value of slave labor over the course of 246 years of American slavery easily reached into the trillions of dollars. He noted that slaves picked and processed cotton, which fueled commerce and industry throughout the United States. Robinson called on the government to establish independent community trust funds that would distribute money into the community to fund black-owned businesses and to fund education and training programs. He disavowed the direct payment of reparations to individuals. Harvard Law School Professor Charles Ogletree and other lawyers and scholars joined Robinson to form the Reparations Coordinating Committee. The committee has explored suing the . government, and in 2002 it filed suit against several . corporations that allegedly profited from slavery during the nineteenth century. A 2001 California law has aided the group's efforts, for it requires all insurance companies doing business in California to report on any policies issued to slave-holders prior to 1865. A number of prominent companies revealed in their 2002 filings that they had issued slave insurance and thereby profited from slavery.
